Libya to work with Djibouti to end Somali chaos

DJIBOUTI, Jan 20 (Reuters) - Libya said on Thursday it would work with
Djibouti to implement a peace plan to end the anarchy in Somalia.
Libya is one of the main backers of Somali warlord Hussein Aideed, who
controls south Mogadishu and other patches of territory in southern Somalia.

Observers said its acceptance of the Djiboutian peace plan -- which aims to
weaken the power of the warlords and find compromises between rival clans --
could mark a shift in its policy on Somalia.
A vice-minister in Libya's foreign ministry told the Djibouti News Agency
his country supported the plan unveiled by Djibouti President Ismail Omar
Guelleh in September and would ``work hand in hand'' with the Red Sea state
to implement it.
Ali Abdisalam al Triki made the remarks on a one-day visit to Djibouti.
Somalia has been without central government since the overthrow of Mohammed
Siad Barre in 1991 and is divided into clan-based fiefdoms which frequently
clash over territory and control of trading routes.
The tiny state of Djibouti lies on Somalia's northwest border. Guelleh is
due to travel to Cairo next Tuesday and has also visited Ethiopia, Kenya and
Yemen in the past week to drum up support for his plan.
