Livestock Movement Banned Between
Kenya, Somalia

Nairobi, Kenya (PANA) (Panafrican News Agency, April 3, 2000) - Kenya has banned the
movement of livestock between it and Somalia, in a
bid to curb the illegal entry of arms and other contraband from its neighbour, the Kenya
News agency reported Monday.
It said the north-eastern provincial administrator, Maurice Makhanu, made the
announcement when he addressed local leaders at the weekend at the provincial capital,
Garissa.
He charged that traders from Somalia, who sold
their livestock in Kenya, had used the opportunity to smuggle lethal weapons into the
country. He added that the movement of livestock to Kenya from Somalia
had also contributed to the increased livestock diseases in northern Kenya
In order to check on the influx of illegal aliens and also boost security, he said, the
authorities had reinstated military camps at Amuuma and Liboi at the common border with Somalia. The camps were disbanded two years ago.
Makhanu also overruled the disbanding of refugee camps in the province as demanded by
the local leaders, saying such action could violate the international convention on
refugees, to which Kenya is a signatory.
The leaders had earlier demanded the immediate closure of the camps, charging that they
harboured some criminal elements who caused mayhem and contributed to insecurity.
