Spring 2001 issue No 29,PP 19-20. Until
now, there has been no chance of university education for the many
students in Puntland who have finished their secondary school
education.
Education was one of the casualties of the Civil War in
Somalia. The education system collapsed with the rest of the State
institutions. Schools were converted to other uses such as makeshift
homes and stores.
The Somali National University in Mogadishu, the only
university in the country before the Civil War, was not spared. Puntland,
like the other regions of Somalia, was affected by this tragedy.
However, the people in the region realised the educational vacuum that
was forming and gradually rectified the situation.
Primary schools were restarted in every town in the region and
thousands of students went back to school.
Unfortunately, secondary education was not as successful as
primary. At present, there are only nine secondary schools in Puntland
and about 900 students. About 300
students graduate from these secondary schools each year. In addition,
there is a large number of students who finished their secondary
education before the war and who did not have a chance for university
education. The destruction of the Somali National University meant
that the students who finished secondary schools were deprived of the
only chance they had for a university qualification. The
East Africa University These
students now have the opportunity
for higher education in the recently established East Africa
University in Puntland.
It
is located in
the City of Bosaso and occupies
an area of 491
952 square meters. Local
people as well as the business community bought the land. The
university consists of a lecture hall, 16 classrooms, 4 offices, a
library, living quarters for 100 students, a mosque, and a canteen.
Three
apartments for the lecturers are now complete and the number will be
increased in the next construction phase.
The building of the university so far was funded by a Kuwaiti
organisation and cost US $ 385,000.
Furnishing is still in process.
This is the third university, after Amoud
University in Borama and Benadir
University in Mogadishu,
that has been established in Somalia since 1991, and a fourth one,
the University
of Hargeysa,
has since been opened. The
East Africa University has
started
its operations with two colleges,
namely, the College of
Sharia (Law)
and Islamic Studies, and the College of Business
Administration.
The medium of instruction of the first is Arabic and for the
second English.
The opening of a third college, the College of Education, where
teaching is to be in English, was delayed due to lack of lecturers.
The university hopes that this problem will soon be resolved.
The annual fee per student is equivalent
to US $300
year,
and
it will partially cover the running costs of the university. The
first academic year 2000/1 for the two faculties started in October
2000 with 176
students. Sixty-five of these students were on scholarships and were
sponsored by a local charitable organisation, Almanhal Al-Islami.
However, due to the ongoing furnishing of the main campus,
teaching is currently conducted
in the Imam Nawawi Secondary School in Bosaso.
Since the medium of instruction in the schools in Somalia is
Somali, the students were given instruction in Arabic and English
before they started their undergraduate courses.
A secondary school certificate and proficiency in these languages are
pre-requisites
for enrolment
at the university. In
addition to the university, establishing polytechnic schools and other
institutes were also considered.
The first institution of this kind, a Polytechnic School of
electrical and mechanical studies and carpentry was established in
Bosaso in 1997 and a building department will soon be added.
It is a two-year school and 60 students are being admitted
every year. Also from
September 2000, Nursing Institute was established in Bosaso where 80
students have so far started the two-year programme. The
East Africa University
is the first and only higher education
institute in Puntland, and will no doubt be a major achievement
for all the regions of Somalia.
As the President of the University, Dr. Abdulkadir
Ahmed Abdulla said, this university would play a significant role
in the development of education in Somalia in
general, and in Puntland,
in particular. The
university so far recruited 11 lecturers and lot more are expected to
join in the near future. The
board of the university consists of professionals and elders from
Puntland. In
conclusion, the graduates of this university in future will be a major
boost for the education sector in Puntland as well as Somalia. The
University of East Africa Friends Society, UK Therefore,
to sustain and advance this endeavour by our brethren in Puntland, we
of the Diaspora
acknowledge the importance of our role in community
participation.
Consequently,
we created a society called the University of East Africa
Friends Society (UEAFS) with
its headquarter in London, UK.
The main goals of the UEAFS are 1) to assist the University of
East Africa and other educational institutes in Puntland financially
and materially, and 2) to act as a source of information and as an
external contact for the University and educational activities in
Puntland.
It is
also among the objectives of the UEAFS
to encourage and help establish vocational training
institutes in Puntland. So far the Puntland Diaspora has begun to raise money for the needs of the university and is progressing very positively. The UEAFS, in particular, has also sought educational materials and equipment for the University of East Africa from donors in the UK. South Bank University (UK) has generously donated textbooks for the university and Book Aid International (UK) has confirmed that it will be donating textbooks as well. Members of the UEAFS Executive Committee approached both of these bodies and these gifts are much appreciated. The university also purchased textbooks from India and Saudi Arabia but is still lacking many books for the Colleges of Business Administration and Education. Among other essential needs are computers, printers, photocopiers, projectors and two buses. Abdirashid
Shire came to London in 1994 and completed his M.Sc. in Medical
Parasitology at the London School of Hygiene and Tropical Medicine,
University of London, by 1995. He joined the staff of the School in
1996 on an amoebiasis research project. In addition to this he is now
a half-time PhD student for which he is studying the genes of two
closely-related species of amoeba. He is married with one daughter. Abdirashid is also very keen to be involved in the education and health sectors of his native Somalia and particularly Puntland.
